UCPN M likely to ensure national media commission

SEPT 22, KATHMANDU. The UCPN (Maoist) is likely to recognise media as the fourth estate of the state and to include a provision of constituting the National Media Commission in its election manifesto.

The draft of the Constituent Assembly (CA) election manifesto prepared by the party has incorporated the matters of defining media as the fourth estate in the constitution by forming the Commission and promoting private media houses.

The manifesto draft has given top priority to the information and communications sector, said UCPN (M) information and communications bureau in-charge and party spokesperson Agni Prasad Sapkota.

Besides, guaranteeing freedom of press and expression as an unalienable right in the new constitution is likely to be the main agenda of the party manifesto, he said.

The manifesto draft has incorporated a provision which is against the complete ban of news materials under any charge. Similarly, provisions of ensuring life insurance of minimum of Rs. 500,000 to journalists and other staffs of national-level media houses and establishing media as ‘national service-oriented industry’ are likely to be listed in the manifesto.

According to the party source, newspapers of small investment, community radios, rural media house and the media houses operated by woman, Madhesi, dalit, indigenous nationalities and marginalized communities will be put in top priority with a provision of special state relief and grant for them.

Proportional distribution of advertisements of public welfare is another agenda of the manifesto draft. The party has planned to implement the “One Village One Media House” concept as a long-term policy.

Making Working Journalists Act media-friendly, its practical amendment and ensuring minimum wages to media people and their rights, development of electric media house, formation of National Broadcasting Authority and bringing all the e-media houses under a single umbrella are other policies included in the draft of election manifesto prepared by the party.

Manifesto Draft Committee Coordinator Dr Baburam Bhattarai has already announced that the manifesto shall have a clear policy of development and expansion of media. RSS
